Páll er fæddur 16. ágúst 1944. Hann er stúdent frá M.A. og lauk lögfræðiprófi frá Lagadeild H.Í. 1964. Var í framhaldsnámi erlendis til 1973. Prófessor við Lagadeild H.Í. 1973-2014. Eiginkona hans er Sigríður Ólafsdóttir og eiga þau tvö uppkomin börn.
