Hjalti fæddist á Sauðárkróki árið 1947, sonur Páls Sigurðssonar b. og íþróttakennara á Hofi í Hjaltadal og k.h. Önnu Gunnlaugsdóttur. Hann ólst upp á Hofi. Nú búsettur á Sauðárkróki. Hann er ritstjóri Byggðasögu Skagafjarðar.
